Background

In July 2018, Vostsibugol paid 45 million roubles (about $650,000) for the rights to a new block to the southeast of the existing Tulunugol-Mugunsky Coal Mine with an additional 37 MT of reserves. Vostsibugol planned to mine this new block by 2021, adding 2.5 MTPA of production. In August 2021, the site was being prepared and a power transmission line was being built to power the mining equipment. In August 2021, construction of the new mine was said to be nearing completion.

A government document dated December 2023 listed Mugunsky Yuzhny as a new coal mine that started operations in 2021, producing lignite. It is owned by a separate entity Razrez Mugunsky Yuzhny LLC, but is owned by Vostsibugol LLC, like Tulunugol. Therefore it appeared that the new section started operating under a separate legal entity. However there was no information available on the operations and production levels of this new coal mine.
