Background
The Okino-Klyuchevsky Coal Mine (Окино-Ключевский разрез) is an operating surface coal mine in Buryatia Republic, Russia.
The mine is owned and operated by Ugolny Razrez LLC, a subsidiary of Inter RAO Electrical Generation.[6]
The mine's coal mainly goes to Inter RAO's Gusinoozyorskaya power station, which is located 154 km away.[7][8]
In 2022, residents of the nearby villages complained of tremors caused by the explosion activity at the mine, causing also windows breakage and gusts of dust.[9]
A report from September 2023 referred to the plan to increase the mine's capacity to 4 Mtpa by 2030.[6] The development agreement was signed between Inter Rao Electrical Generation and the government of Buryatia to cooperate in the development of the project to build two coal-fired power units at Gusinoozerskaya power station (No. 7 and No. 8) with a capacity of 230 MW each, further development of the mine to reach an annual production level of up to 4 million tonnes of coal, and construction of a railway line from the Okino-Klyuchevsky coal mine to the Kharankhoy railway station (East Siberian Railway) with a length of up to 80 km. The projects are to be implemented by the end of 2030.[6]
As per news from October 2024, the mine's target capacity was now 3.8Mtpa to be achieved by 2028.[10] Coal would be used by the new units proposed at Gusinoozyorskaya power station.
